I think such an amendment would be D.O.A.  It could not get the 38 States needed to ratify such an amendment.

This is a state issue and not a Federal one. It should be up to the individual states whether they wish to legalize it or not. NOT the Federal government. It's medical uses far out weigh the bad things people say. My Dad has been using for medical reasons for some time now and it really helps him. Open your eyes people ! The times are changing.
