Sure, if the minorities are really oppressed, like the Yazidis.

But no, not if the minority is ISIS, or others who would establish "no-go zones," such as can be found in many major European cities.  Remember, Emma Lazarus said "yearning to breathe free," not yearning to impose Sharia law.

But that involves the systematic prosecution, ban and elimination of crime and terrorist organisations.
