True story:

Major General John Pope, Union commander at the second battle of Bull Run in 1862, said (when he took command), "My headquarters will be in the saddle."

A private under his command remarked, "The General's headquarters are where his hind quarters should be."

The results of the battle proved the private to have been right.

I think you are right, Marianne, that it was Lincoln.  I just quoted it from memory and thought it was one of Pope's soldiers that said it.
